We had another meeting with the legislators in April. At that time, we reviewed the draft of our bill, and fine-tuned it with a few additional edits. We thought the edits would be done quickly enough (we are learning that “quick” does not apply to government!) to go through the Senate Health Committee, the Senate Floor, the House Health Committee and the House Floor.
Alas, not to happen. Now the legislatures are on break for summer. Thus, we are now fully prepared to submit the FINAL bill as early as possible in the Fall. Stay tuned!!
BLUE CROSS BLUE SHIELD QUESTIONS
We are getting inquiries from our membership with questions about the new application for BCBS/BCN and PIN numbers.
Is it true that the LLP PIN number applies only to BCN?
The project to allow direct billing for LLPs is for both BCN and BCBSM. If the LLP completes the application for BCN and BCBSM then the PIN to allow direct billing will apply to both companies. If the LLP held a pin for BCBSM Traditional and replied to the request to update that the pin for Traditional plans applies to PPO and BCN policies. The rate of reimbursement in currently 80%. That is 20% less than fully licensed psychologist.
Can an LLP who also holds an LPC have two PIN numbers at the same time?
If the provider has both types of state licenses, they can apply and have two PINs, one for LLP and one for LPC.
What about the new title when the bill passes for independent practice?
When the new legislation passes, BCBSM and BCN will make the necessary changes to revise the provider title. The change in provider title will be handled internally for BCBSM and BCN. There will be no need to reapply, and the PINs will remain the same.
Does the supervisor need to be on site?
No, the LLP is not required to be on site with the LP; but the rules about supervisor still apply.
Can LLPs bill under traditional BCBS and PPO plans?
Do the modifers (the designated license) need to be used for BCN and BCBS billing?
For BCN, yes, the modifers need to be used. For BCBS traditional, no modifier needed.
If the window to apply to bill directly for BC is still open, when does it close? (I thought the deadline was in May?)
Blue Cross and Blue Care Network opened the opportunity for LLPs to enroll for direct reimbursement on March 1 for an effective date of June 1, 2018. It appears that at some point the June 1st date was mistaken as the last date to enroll with us when in fact it is merely the first available date to bill claims for direct reimbursement.
Again, if the window is still open for applying, are we applying for each plan separately or is it one application to cover BCN, traditional and PPO plans?
Each plan has separate applications. The applications can be accessed at www.bcbsm.com under Provider > Join our network >enrollment and changes. For BCBSM, choose new mental health practitioner enrollment form. For BCN, you must choose Professional Group Practice.
I believe I have two BC pin numbers, one that I was required to set up when I began billing through my PhD supervisor. I’m assuming I need to apply for a third BC pin number then if I’m going to bill directly?

Is the requirement waived for our supervisors to be on site during sessions ONLY if we are billing directly, not if we’re still billing through them?
There are no changes to the supervision requirements. For services billed by the PhD as a result of supervision, modifier HO must be appended to the claim.

MSU $10 MILLION FUND FOR VICTIMS OF NASSAR
If you have seen patients who were victims of Larry Nassar, there is a $10 million fund available to reimburse any patient who has paid out of pocket money for treatment. This is retroactive to the beginning of the psychotherapy. Contact MSU for more details.
